Introduction to the NDL-DCTS

The National Diet Library of Japan (NDL) offers access to the restricted materials in its Digital Collections that are available through the “Digitized Contents Transmission Service (DCTS)” to registered users at the University of Chicago. Please note that neither the University nor the NDL owns or holds the copyright to restricted materials in the NDL Digital Collections, and that access to this service is granted pursuant to the Agreement required by NDL. 

 

Who is eligible?

Viewing service:

  • Faculty, other academic appointees, students, and staff of the University of Chicago
  • Visiting researchers (for more information, please see UChicago Library’s visitor information)

Printing service:

  • Faculty, other academic appointees, students, and staff of the University of Chicago

Viewing Materials through the NDL-DCTS

Where to access the service

The computer terminal (workstation) for viewing the restricted materials in the NDL Digital Collections is situated in the Center for Digital Scholarship (CDS) on the first floor of Joseph Regenstein Library. Please make an appointment with the CDS to access the service. Appointments are available during the Center’s regular hours (Monday–Friday, 9:00 AM–4:45 PM); to schedule an appointment, please visit the CDS NDL Service page.

 

User guidelines

The reason for accessing the restricted materials must be for individual research purposes, not for commercial purposes.

The Agreement with NDL for provision of this service does not permit the following activities while viewing the restricted materials in the Digital Collections:

  • Connecting an external storage device (e.g., laptop, USB flash drive) to the viewing terminal;
  • Photographing the display screen with a camera, mobile phone, or other device, or taking screenshots of the display screen;
  • Acquiring digital files of the restricted materials.

Printing Services Available through the NDL-DCTS

Printing services (production of physical printouts of restricted materials accessible through the Digitized Contents Transmission Service) are available only to faculty, other academic appointees, students, and staff of the University of Chicago.

 

Requesting printing

To request printouts of materials in the NDL's Digital Collections, please email Yao Chen with the following:

  • Title of the material;
  • URL of the material in the NDL Digital Collections;
  • Exact “Frame Numbers コマ番号” needed.

 

How much can be printed?

This printing service is provided in accordance with the University of Chicago Library’s established guidelines (which are based on U.S. copyright law) for course reserve and Scan & Deliver services:

  • Up to two chapters from a book (amounting to no more than 20% of the entire book); 
  • Up to two articles from an issue of a periodical or newspaper (amounting to no more than 20% of a single issue). 

 

Picking up the printed materials

Notification will be sent via email once the requested printed materials are ready. The printed materials will be available for pickup at the Center for Digital Scholarship. NDL requires that all materials printed through this service be picked up in person by the requesting user (see NDL’s FAQ).

 

Please note the following:

A) Providing digital files of the restricted materials is not permitted per Article 5 of the Agreement with NDL (which is based on agreements between NDL and the relevant copyright-management organizations in Japan);

B) The request for a printout is made of the user’s own volition and for the purpose of the user’s own personal research;

C) Printing services are provided in accordance with the Agreement’s Article 2, no.3:

“The Receiving Library shall print the materials transmitted by the NDL to the Receiving Library through the Service ... and provide them only to registered users within the limits of the laws and regulations of the country where the Receiving Library is located and to the extent that this is found to be necessary for the user to use the materials personally as provided in Article 31, Paragraph 7, Item 1 of the Japanese Copyright Law (Law No. 48 May 6 of 1970).”

D) The portion of Japanese copyright law (Law No.48, May 6, 1970) relevant to the printing service reads as follows:

第三十一条

国立国会図書館及び図書、記録その他の資料を公衆の利用に供することを目的とする図書館その他の施設で政令で定めるもの(以下この条及び第百四条の十の四第三項において「図書館等」という。)においては、次に掲げる場合には、その営利を目的としない事業として、図書館等の図書、記録その他の資料(次項及び第六項において「図書館資料」という。)を用いて著作物を複製することができる。

第七項

国立国会図書館は、絶版等資料に係る著作物について、図書館等又はこれに類する外国の施設で政令で定めるものにおいて公衆に提示することを目的とする場合には、前項の規定により記録媒体に記録された当該著作物の複製物を用いて自動公衆送信を行うことができる。この場合において、当該図書館等においては、その営利を目的としない事業として、次に掲げる行為を行うことができる。

第一号

当該図書館等の利用者の求めに応じ、当該利用者が自ら利用するために必要と認められる限度において、自動公衆送信された当該著作物の複製物を作成し、当該複製物を提供すること。
